DistrictOne: Empowering a Smarter, Data-Driven Organization

In pursuit of continuous innovation and digital transformation, the Calamba Water District’s Management Information Services (MIS) Section has successfully spearheaded the development of its in-house information platform, DistrictOne. This integrated system centralizes and streamlines internal operations, providing employees with seamless access to essential services and marking a significant stride toward a paperless, more efficient, and data-driven workplace. From Vision to Innovation The system is the brainchild of the MIS Section, under the direction of Engr. Jonathan Dave A. Fajarda. The project began with a group of talented IT interns from Letran-Calamba—Ms. Hannah G. Torres, Mr. Andrae Sebastean O. Alegre, and Mr. Joshua Scieryl G. Glaraga—who developed the initial framework. Their diligent work over three months laid the foundation for the system. Following Mr. Glaraga’s return as a CWD employee, the MIS team further refined and enhanced the platform, preparing it for its successful rollout. A Suite of Tools for Every Department With all departments in mind, a suite of specialized tools was integrated into DistrictOne. At its core, the platform leads to a secure employee portal where users gain access to tools designed to simplify daily office tasks. From filing SALNs and generating Personal Data Sheets (PDS) to reserving meeting rooms and checking company announcements, the system is built with a strong commitment to data privacy—ensuring all information is used for lawful and legitimate organizational purposes. Key Modules and Features DistrictOne’s user-friendly interface is divided into several key modules tailored for productivity: Profile & Dashboard: Provides quick access to user profiles, a company calendar of events, recent announcements, and a directory of team members. Account Panel: Allows users to manage login credentials and update their PDS in alignment with Civil Service Commission (CSC) standards. Announcement Panel: A central hub to access and download official memos and company-wide notices. Convenience Panels: Handles essential processes including a holiday and meeting calendar, a room reservation system, and dedicated modules for filing leave forms and meeting notices, with the option to print PDF copies. IT Service Request Panel: Includes a built-in ticketing system, making it simple for employees to submit IT support requests with just a few clicks. A New Standard for Public Service The management’s confidence in DistrictOne was clear from the start. Upon its initial rollout for the Office of the General Manager and the Office of the Board of Directors in early September 2025, GM Jhun Aguilar directed the subsequent release of the system to all other departments. DistrictOne is an evolving platform that continues to adapt to the needs of CWD’s growing workforce. It not only addresses current operational needs but also sets a new standard for paperless solutions in basic office processes. As a digital pillar of efficiency, transparency, and modernization, DistrictOne serves as a stellar model of how homegrown technology—fueled by collaboration and visionary leadership—can transform public service delivery and empower employees to thrive.
